1915年12月12日，袁世凯宣布接受帝位，复辟帝制，废除共和政体，改民国为帝国，废除民国纪年，改民国五年（公元1916年）为洪宪元年，史称"洪宪帝制"。是年设计铸造了袁世凯高缨像帝国洪宪纪元飞龙银币。该币由意大利雕版师鲁尔智·乔治雕模，天津造币厂铸造。银币的规格为库平七钱二分，成色高，含银量为90%。
On December 12, 1915, Yuan Shikai announced the acceptance of the throne, the restoration of the monarchy, the abolition of the Republican system, the transformation of the Republic of China into the Chinese Empire, the abolition of the Republic of China, and the five years of the Republic of China (1916 A.D.) into the first year of Hong Xian, historically known as the "Hong Xian Monarchy". It was designed in to produce Yuan Shikai's silver coin. The coin was carved by Rulds George, a Italy engraving master, and made by Tianjin mint. The specifications of the silver coin are seven yuan, two yuan, high color and 90% silver content.

袁世凯接受帝位后，开始大肆封官赐爵，改府为新华宫，准备于1916年元旦正式登基。袁世凯的倒行逆施激起了全国人民公愤。一时间反帝制运动席卷全国。1915年12月25日，唐继尧、蔡锷、李烈钧在云南宣布立，讨伐袁世凯背叛共和，护国战争爆发。袁世凯称帝的丑行使得北洋统治集团分崩离析，西方列强也表达了反对袁世凯称帝的立场。袁世凯众叛亲离，内外交困，被迫在一片反对声中，于1916年3月22日宣布取消帝制，共做了83天没有正式登基的皇帝梦，于两个多月后的1916年6月6日病死。洪宪飞龙银币即停止铸制发行，所以洪宪纪元飞龙币存世量极为少有，加之又是由意大利名家雕版师鲁尔智·乔治雕模，这诸多原因成就了今天飞龙银币尊贵的价值所在。
After accepting the throne, Yuan Shikai began to confer ranks on officials. He changed the presidential palace to the Xinhua Palace and was ready to officially ascend the throne on New Year's Day in 1916. Yuan Shikai's perverse practices aroused public indignation throughout the country. A time of anti imperialist movement swept across the country. On December 25, 1915, Tang Jiyao, Cai E and Li Lijun declared their independence in Yunnan, and the war against Yuan Shikai against the Republic broke out. The ugliness of Yuan Shikai's pronouncement of emperor led to the collapse of the Northern Ocean ruling group. Western powers also expressed their opposition to Yuan Shikai's pronouncement of emperor. Yuan Shikai, who had betrayed his relatives and left home and abroad, was forced to face opposition. On March 22, 1916, he announced the abolition of the monarchy. He dreamed of an emperor who had not officially ascended the throne for 83 days, and died on June 6, 1916, more than two months later. Hongxian Feilong Silver coin ceased to be minted and issued, so Feilong coin was very rare in the Hongxian era. In addition, it was sculpted by the famous Italian engraver Rulzhi George, which contributed to the precious value of today's Feilong Silver coin.
