十九世纪末期，我国清朝国力积弱，西欧各国列强大举入侵中国，搜刮经济利益，我国沿海各省民间流通的铜币，大部分都是外国银元，如墨西哥鹰洋、日本龙银等。光绪十三年正月，时任两广总督的张之洞有见于此，乃上奏朝廷，提议在广东率先设立钱局，后推行全国，用机器铸钱，制造铜币，抵制外国铜币垄断我国内之流通。
At the end of the nineteenth century, China's Qing Dynasty was weak. Western European powers invaded China to seek economic benefits. Most of the copper coins circulated among the people in the coastal provinces of China were foreign silver dollars, such as Mexican Eagle Ocean and Japanese Dragon Silver. In the first month of Guangxu's thirteenth year, Zhang Zhidong, then governor of Guangzhou and Guangdong provinces, saw this point. He played the imperial court and proposed to set up a money bureau first in Guangdong, then to carry out the whole country, to make money by machine, to make copper coins, and to resist foreign copper coins monopolizing the circulation of our country.
光绪十五年，清廷批准，广东钱局正式成立，其造币所需的机器设备，全部需由外国进口。从此我国正式进入机器铸币时代。
In the fifteenth year of Guangxu, with the approval of the Qing Dynasty, the Guangdong Money Bureau was formally established. All the machinery and equipment needed for coinage were imported from abroad. Since then, China has officially entered the machine coinage age.
户部造币厂是目前我国历史悠久的造币厂，主要生产流通硬币、金银等。据记载，光绪二十二年，根据盛京将军依克唐阿的奏请，批准设立并筹建户部机器局以铸造机制银币，从德国进口锅炉和以蒸汽机为动力的铸币机器，于光绪二十三年(1897年)户部机器局正式建成。
